Community Services Block Grant (CSBG): Through the Community Services Block Grant Program, Mid-Delta can provide a wide range of services which includes employment, transportation, education, counseling, income utilization, emergency services, community projects for children and adults, food and rent assistance to families who have been victims of job loss due to reduction of work force, and other community service-related activities. The Community Services Block Grant also helps to provide intake, outreach, referrals, and outcomes to existing employment, and case management services for programs already in the community.

 

LIHEAP Regular: The Low-Income Home Energy Assistance Program (LIHEAP) lowers the energy burden for households by helping with home energy bills—heating costs during the winter and cooling costs during the summer for those who qualify. Mid-Delta Community Services receives funding for the Home Energy Assistance Program (HEAP) in Lee, Monroe, Phillips, and Prairie Counties. This program is a one-time per program payment made on the client’s energy bill, sent directly to the vendor. We have two programs a year, one in the summer and one in the winter. The benefit amount is based on income and household size.  LIHEAP only assists residential applicants; businesses are not eligible. This program is designed for elderly, disabled, or parents with children under the age of 6 in the home but will assist anybody that applies and meets the eligibility requirements. Applications are mailed to households composed of elderly or disabled people selected by the Department of Human Services (DHS) in Little Rock. Households not selected may apply by obtaining an application at the nearest Mid-Delta Community Services.

LIHEAP Crisis: During the LIHEAP program, the Crisis program is available for clients with a shut-off/disconnect notice on their electric bill. This program assists with electric bills based on household size and income. The benefit amount can be up to $500.00.  Applications can be obtained at any Mid-Delta Community Center. The application date must be within 7 days of disconnect to qualify for Crisis.

Assurance 16\Case management: The Assurance-16 Program is offered to a group of selected individuals that participated in the current Home Energy Assistance Program that needs additional help.  The program consists of 2 meetings the clients are required to attend on energy saving techniques and afterwards receive $500.00 toward their energy or gas bill or split. This program is offered once per program. Clients also receive an energy box at these meetings that include a money management tracker, a smoke detector, light bulbs, and an energy saver booklet full of tips to practice at home to lower their energy cost. The Assurance-16 Program is intended to give clients a month or several (based on their monthly energy cost) of relief from their energy or gas bill to catch back up and better themselves financially to avoid going into a Crisis situation.

 

Case management: participants will be selected from the LIHEAP program that needs additional assistance.  The case manager will work with the client/family to help them reach a higher level of self-sufficient and monitor them for a period of three to six months.  The program will assist client/family with utility assistance, food, rental or shelter and other needs that may arise during this period.
